These loads will be mainly for target shooting close range 25yards ish so I don't need anything too powerful

In addition, you could look at Ramshot True Blue. I use the .38spl 158gr load in a .357mag case which is around 5.6gr I believe.

Just to be awkward I use 38 spl brass (coz it's REALLY cheap - people give it away!!!) - if you do though you'll need to use softer boolits with a SOFT lube to prevent carbon build up in your chamber - ie NOT GM hard cast!
Casting your own is the way to go - see the other thread on here about it

I guess if I get a tub of bullseye to start with I can load both .357 and 9mm using that then experiment later on once I've mastered actually loading

I used to use 3.4g of Vectan AS behind a 158g lead bullet when AS was less than £40/kg. This gave me about 750fps so fine for making holes in paper at 25m. Now it's more pricey but probably still cheaper than Viht. I'm about to try Maxam CBS5 which is around £35/kg.

Bullseye and 9mm - not a good combination!

trueblue will also cover 9mm

unique will cover most calibers
