In 1978 I was told by my grand dad that the secret to rifle accuracy is, a quality bullet, fired down a quality barrel..... How has that changed?

Guns dont kill people. Dads with pretty Daughters do...!

Very good to see the internal combustion process, I assume he was using hair lacquer or similar?

That is one options, air freshener spray is another.

What is the actual law about constructing and owning one in the UK? You see/hear of companies and people with "t-shirt" dispensers that are used to send freebies into the crowd at music and sports venues - they must be similar in design, do they need licensing?

I used to use deodorant in mine. A very satisfying thump from shooting potatoes, old apples or oranges up to 100m or so.

Reminds me of a vague acquaintance who lived backing on to some fields, a potato cannon and a few beers inside him. Probably best not published to protect the guilty, what I will say is the power of a cannon should never be underestimated.
