According to the article this happens in big style in Brighton, makes me wonder why.

Warmer weather?
Happier people?
Better dress sense?

Used to be a common sight in Glasgow in the 60's early 70's until "Camerons Commandos" moved them out of the city.

Nasty destructive pests, well rid of them.
