I'll tap the holes for the nylon vane bolts (M5) where they pass into the drum, and simply smear the threads with silicone sealant before assembly.
They'll certainly be strong enough to hold everything in place in this application.
The tricky bit will be water-tighting the access end cap............

...or perhaps a shallow round-headed stainless bolt with the head on the inside could work...

I didn't say it couldn't be done, just that it would be simpler to use something like this

than try to cobble together a way to seal the pipe up, have it easy to remove, and cost less than the £16 this would cost.

I'd probably go with riveting the vanes on.

Having seen that, for a smaller no of cases, the one that 10kgs of RS powder comes in would be ideal.............

I used one of these kegs with some UPVC 20mm square moulding self tapped from the outside to create the inner baffles - I put some sealant on the moulding before I screwed it on to seal the holes.

I searched and searched for an affordable polymer drum mixer. Could barely find one at any price.
