Surge Testing

Close to me there have been recorded cases of the Indian Variant and Surge Testing put in place for people working or living in the area. The local authority has produced maps of the areas and some parts are unbelievable:
Sports facility - the running track, tennis courts, car park are included; the pavilion and changing facilities are not.
Local cemetery - included
Convent and associated buildings/facilities. Half included, half not.
Large areas of crop fields.
Half of a golf course.
Half a cycle track
Where was the common sense in drawing up the boundaries?
