I thought the reason of the use of the 7,62x25 is simply because it was a nationaly made version of the round fired in the C96, that, both the White and Red armies, were using in large number ?

That is indeed correct.It was designed to better penetrate heavy winter clothing after it was found that the 7.62x38r Nagant revolver round could lack sufficient penetration against heavy quilted winter jackets.

Who would have thought that thick winter clothing would stop a bullet completely, I wonder what denim would do...
