Firearms ownership in GB is still a qualified right (at the moment) it has never been a privilege
All FACs and SGCs are on a shell issue basis if you meet the critea ! Ie the chief officer of police cannot refuse you a ticket if meet the qualifications

You have a right to a shotgun without giving any reason at all. As long as its safe to allow you to possess it.
With firearms, you have to have good reason. And your good reason needs to be ongoing.
And ultimately, all of the legislative provisions for the granting of a certificate is at the discretion of the Chief Officer. If for whatever reason he thinks you should not have a certificate, then you don't get one. Coupled with that, an explanation of a refusal "should" be given, not "must" be given. So the Chief Officer doesn't even have to tell you why...
Obviously is appealable in County Court.

Yes, but this is "custom & practice" that has developed over the years. Joe is correct that firearms ownership is a qualified right. If you are a fit person with good reason then you cannot be refused an FAC. All the Chief Constable is doing is issuing the FAC to confirm the fact to anyone who has a right to know.
Well in that case, instead of having a tantrum on the interweb, why did the OP not just take the matter to Crown Court ?
He was very fast to tell us how we we must all stand up against the authorities but his standing up consisted of an online rant and a bit of flouncing when 80%+ did not agree with him.
The real irony breacher is the 80% who didn't agree with him also gave good reasoned compromises as well. For example putting in for three or four rifles and the same amount of Moderators to allow an easy variation whenever the new member was ready.
I get the impression that his Gun club was made up of a small group of old members who over the years have added disciplines to their program organically with all members adding the type of gun and have now come to the rather odd situation where they are demanding new members to go out and buy seven or so different guns because "That is what we shoot to be a member".
If they want to be that kind of club they might as well drop being an NRA affiliated Home Office approved club and allow themselves to whither at the vine over the years.
The best clubs offer a varied program that allows probationers to discover what kinds of shooting they prefer without dictating too strictly what they should buy. Also I would be leaning new members towards guns that can be used in different disciplines allowing them to better make use of their money.
