Mil-spec, does not necessarily imply that the barrel is somehow superior, it just meets a certain specification which might have no relevance to how well it shoots.
Chrome lined, the hard chrome plating is done after the barrel is rifled and the plating doesn't deposit evenly on tne rifling. Hard chrome plating was the Russians answer to corrosive ammunition and poor field maintenance in battlefield conditions. It is not an aid to accuracy, quite the reverse so avoid chromed barrels.
The real question should be why are the other barrel makers overcharging! Is it just clever markeeting?

Very true, the Zastava M70 is one of the most accurate AK variants going due to the fact the barrel isn't chrome-lined.That said chrome-lining wasn't really an issue for the Russian military as they were only looking for "minute of man" accuracy out to around 300m.
The barrel and chamber of my SVD are chrome-lined and that will shoot sub-MOA with handloads so chrome-lined barrels aren't all bad.
