get a tube of styrene free adhesive, a caulking gun, and a length of studding, washers and nylocs,
drill the holes, stuff studding in to get length, cut off however many needed with hacksaw, stick the washers and nylocs on the end, fill holes with the adhesive, stick in length of studding. wait an hour, tighten up. Done.

it's how I've done all my cabinets. if you ever want to remove, just lock 2 nuts together on the end, and with a bit of force, you'll break the bond, then wind the rod out a nicely tapped hole. drill it out again and reglue - or just polyfilla over if you are removing.

You can usually upend a rifle to cram more into a cabinet. I have eight in one of my five gun cabinets.

As for which safe, Brattonsound is a good choice as the FEO will recognise the brand but there are other alternative brands that are a bit cheaper and just as good. Personally I wouldn't bother with a cabinet that has an internal ammo safe, get a separate ammo safe. Oddly the rules around the ammo safe are not as strict and you can get some very good ones cheaply via ebay.

Choice of cabinet is also driven by what you want to buy, if you want to buy Service rifles like the Lee Enfield then I would recommend a longer cabinet, my general rule of thumb for new participants in the sport is to look at what cabinet you think will need then buy the next size up!

It is very easy to end up having more cabinets / safes than you thought you'd originally need..... there are 10 + Brattonsound cabinets and around 8 safes in my house...
