zeroing turrets on scope

was at Bisley on Saturday and zeroing my 6.5CM I had it zeroed for 100yds ( or whatever the distance is at the Bisley zero range ???)
I undid the hex screw on the top of my Bushnell elite, to try and drop the turret down to zero and it wouldn't go below two full turns.it would dial down when I turn the turret afterwards, I have look for info on Bushnell web site, no luck, is this just a bushnell thing or are the turrets not supposed to go all the way down .... thankssign
