The discussion is about the capability of the ammunition, which is usually ascertained by it's vertical dispersion thus eliminating spread due to wind and conditions and any lack of perfection in reading them by the shooter.

Just sorted out some online image hosting, so here are my most recent recorded 1,000 yard groups shot in October during load development.

This was before I worked out how to reduce the marker size and turn off the numbers!

The wind was around 6mph.

See: even the green paint splodged onto the tip of each bullet to show where it landed hasn't affected the accuracy...
