I know how vague this sounds, as a servant of a company, we found it very often depends on the FEO and the county the RFD resides in what the servant is allowed to do.
Also I think rules have been tightened up over time.
The other thing is that if one resides in say Lincolnshire and the RFD is issued there then when trading elsewhere another RFD certificate has to be issued there.
