Gaz you are possibly confusing the capitation fee which is the amount paid to the NRA for each club member who is not also an individual NRA member, and the competency certificates which are issued free. The capitation fee was £3 a few years back but has been raised a fair bit over the last couple of years.
Some organisations such as the British Deer Society decided to "recoup the costs" of issuing competency certificates and charge their members for the process.
