This is a Rifle RF Short MkII training rifle approved for service in 1912. They were converted from Long Lee Enfield rifles for use by the Royal Navy. This one, however, is not RN marked so maybe a commercial conversion. They usually removed the cut off plate, but this still has it fitted.
