PM's staying in Outbox

I couldn't see the correct area to post this so apologies.
I'm sure it's my fault, but when I'm sending PM's they just move to the outbox and sit there - I have successfully sent some in the past, I'm not aware that I have done anything different this time.
Anybody offer any advice as to where I may be going wrong?

Do PM's stay in outbox until the recipient logs in? I just noticed that the first one that is 'stuck', the user has not visited the forum since the end of April, the other 2 I just sent tonight so a good chance the user has not been on the forum since I sent the PM

PMs stay in the outbox until picked up by the recipient.

I think I guess I overreacted when I saw a PM still in my outbox from 4 weeks ago.

And also the recipient wouldn't be able to open your message if their inbox is full. This has caught me out before

Recipient (for the latest PM) has picked up.
