Isn't here something about not shooting less than 9 balls/pellets out of a shotgun???
No Graham, it remains s2. The point where s2 ammunition becomes s1 is when the cartridge has less than five projectiles or one of the projectile exceeds .36” in diameter.

And strictly speaking, there is no such thing as s2 ammunition, only s1 and 5. S2 defines the “gun”.

But we digress. Ball, powder, wad and cap are not ammunition. You can still have a loaded s2 musket, but one of the anomalies is, is not actually loaded with ammunition. lol
In 1978 I was told by my grand dad that the secret to rifle accuracy is, a quality bullet, fired down a quality barrel..... How has that changed?

The answer is load your smoothbore musket with powder and patched round ball and carry on.

Pretty clear. Simon "SimG" summed up nicely in post 11.

Sec 2 regardless shot or ball.

2.12 ‘Ammunition’ means ammunition for any firearm and includes grenades, bombs and other like missiles, whether capable of use with a firearm or not; and also includes prohibited ammunition. It should be noted that the definition of ammunition does not include ingredients and components of ammunition; it is only assembled ammunition that is controlled under the Act, not component parts. Empty cartridge cases, for example, not ‘ammunition’.

This is a verbatim copy from the 2016 Home Office Guide. I would call into question the statement that a S2 musket loaded with ball is not loaded with ammunition, given the opening definition of ammunition in the above extract. The all encompassing statement of 'any firearm' does the damage.

If your interpretation is true then muzzleloading firearms would have an ammunition allocation on the FAC.

Which you don't need or get, if the certification department knows its job.
