That's interesting, so what circumstances could disqualify a fully paid up individual NRA member, with appropriate shooters card, from acting as their own RO at Bisley,?

It's permitted if they are:
zeroing on the Zero Range; or
over 18 and shooting a supported deliberate or static discipline on a range other than Cheylesmore B or Winans A.

Our club has a selection of Club RO's and NRA RO's... when people are shooting, there MUST be a non-shooting RO in place.. no RO, no shooting.

i've been at clubs that operate both ways.
one there was a nominated RO and all he did was watch you all shoot,
another club, you had a light system, couldn't shoot on your own, if downrange light off, when back up, check all is clear, everyone back / accounted for, then buzzer and light on. but no nominated person for this and they also shot.
then another club has no RO unless you are a probationer/visitor or paying guest. general members police themselves.
when we do CAS matches, you all act as RO, one shooter at a time runs the stage, its a hot range, with pistols loaded at a loading table, able to be holstered then carried loaded (ie you don't have to stay at the table), rifles load there too but only when you are queuing to run the stage (ie you and rifle have to stay at table). the person who shot before you clears your guns after a stage at another table.

No, Bisley allows people to hire a target as long as they can produce a safe shooters certificate.
