Could just have a list of names added as a condition?

I got a phone call from my local licencing department on Monday. The conversation went some thing like this good morning David how are you this is just a curtesy call I have your club firearm certificate in front of me I see it runs out in December are you likely to want to add any thing or make changes. I answered no I don,t think so. Good he said in that case I have extended your certificate by a year. I think but I will have to query it that they have also recommended my home office approval be extended as well because this morning I received a new certificate and Home Office guidance notes. That,s what I call service.
