no, powder is not controlled. only primers are

I would ask for a copy of the FAC, that way if anything happens in the future I was covered.

If anyone wanted powder and didn't want to show their FAC I would be calling the police.

Black Powder needs a ticket, substitutes like Pyrodex don't but most shops I've dealt with will still ask for id.

why? powder is not illegal for anyone to own. TBH if I was going to buy just powder from someone, I wouldn't even take my FAC with me.

Because of the current UK threat level and that I consider myself a responsible person.

Primers are covered, I am surprised powder is not, certainly my RFD will not sell them without seeing an FAC
