Actually it is. It is controlled by the HSE's explosives licensing. There are certain exemptions to acquire and store smokeless powder without an explosives license, one of which is holding an FAC. So, without an FAC (or explosives license or RFD) you are not entitled to acquire smokeless powder.

can you show me where it says that? all I can find says that you can hold 10kg of shooters powders without an explosive licence, it makes no mention to having an FAC or SGC, likewise I can see nothing that says an FAC or SGC grants you the power to hold powder.
this would also mean that shotgun cartridges, which I believe are also not controlled, which also contain powder, would then be controlled via their powder...

"15. The explosive substance smokeless powder which is—
(a)assigned in accordance with the United Nations Recommendations the U.N. no 0161 or 0509 or which has been recovered from ammunition or blank ammunition intended for use in firearms; and
(b)acquired by a person who either is registered as a firearms dealer under section 33 of the Firearms Act 1968(6) or holds —
(i)a permit granted under section 7 of that Act(7);
(ii)a firearms certificate granted under section 27 of that Act(8);
(iii)a shotgun certificate granted under section 28 of that Act(9); or
(iv)a permit granted under section 17 of the Firearms (Amendment) Act 1988(10)."

Well that showed me..... Saying that ive never had any primers put on my fac when buying.... Should they be?

My understanding is they dont need to be recorded, but you need to show good reason to purchase, which your FAC provides, same for powders..

Primers you need to show reason to purchase, not recorded like ammo but still need FAC for proof of need
Technically if you only have one caliber on your FAC, that only uses large rifle primers, and you wanted to purchase small rifle primers, you should and most likely be refused as no need for them !!

Shotgun cartridges are controlled. Try buying them without an sgc or on behalf of someone with an sgc.

They are controlled in a similar way to shotgun cartridges and most controlled spare parts for your rifles - sight of an fac or other authority to possess a suitable firearm is all that's required.
